Dismantling of WTC tower in deadly fire planned to resume in Nov.
The owners of a condemned ground zero skyscraper hope to resume dismantling work next month, and the weeks of delays after a deadly August fire shouldn't affect the rebuilding schedule at the World Trade Center site, a state development leader said
